​Rachel Cook  signs as Institutional Official for Health Sciences fellowship and faculty career development applications/scholarships. Additionally, they also signs on behalf of Mark Cooper when a Fiscal Officer's signature is required and as the official representing IRB and IACUC offices when a signatures is required.

The minimum requirements for institutional level signatures are:

  • A copy of the application and a copy or URL link to the agency guidelines should be e-mailed to your analyst at least five (5) working days prior to submission.
  • The hard-copy original signature page, with original department level signatures must be delivered to your analyst's office for signature. All department level signatures (mentor, chair, etc) must be acquired prior to bringing applications to your analyst for signature.
  • If applicable, you will need to complete the PHS Disclosure form at the time of submission and submit it online to the COI office and cc the appropriate HS SPPO Analyst. Please see the table below to determine if a PHS Disclosure form is required for your application:

Once the draft application is received by the HS SPPO Analyst, the analyst will review the institutional information, agency policies, terms and conditions, and any required budgets.

The budget will only be reviewed to the extent the budget conforms to agency requirements and departmental policies. Many fellowship application budgets are awarded by formula, but some agencies provide an institutional or supply allowance. The expectation is that these funds will be used to support the fellow's health insurance first. However, individual departments may allow the other use of the funds for supplies, etc., in consultation with the faculty mentor/sponsor, provided the fellow's health insurance will be covered by other sources. Please note, under the University's federally negotiated indirect cost rate agreement, indirect costs are not allowable in fellowship applications under most circumstances, even when the agency allows for indirect costs, and should not be budgeted. Contact your Analyst if you believe there is an allowable exception to the rule.

The department business offices and faculty mentors/sponsors are responsible for ensuring the applicants meet the agency's eligibility requirements. Any eligibility statements required by the funding agency must be signed by the department chair. Your Analyst will sign on behalf of the institution if the agency requires an institutional signature, but only after the chair has signed the statement.

NIH NRSA F30, F31, & F32

NIH NRSA fellowship applications are electronic and must be submitted to Grants.Gov by an authorized institutional signing official on behalf of the applicant. HS SPPO submits the following applications:

  • F32 Postdoctoral Fellowships for applicants with mentors in the School of Medicine or Skaggs School of Pharmacy & Pharmaceutical Sciences
  • F30 & F31 Predoctoral Fellowships for dual degree applicants (MD/PhD or PharmD/PhD)

American Heart Association

American Heart Association fellowship applications are submitted online through AHA's Grants@Heart portal.

Once the applicant initiates the application in the system, they should select Rachel Cook as the Grant Officer as well as the Financial Officer. Please e-mail Rachel once you have a draft version in the system ready for review.

Proposal Central

Various non-profit funding agencies use Proposal Central to accept applications.

Applicants should choose University of California, San Diego-Health Sciences for the institutional name. This can most easily be found by searching by city (La Jolla). Grant applications submitted through OCGA should use The Regents of the University of California, University of California San Diego. Please do not use any other versions of the University name which might appear.

Once the applicant has started an application, he or she should grant both the analyst and the department fund manager EDIT access in Proposal Central. When granting your analyst access, please use the e-mail address that does not include the word "mail."

DOD CDMRP Programs

Submitting an application to the Congressionally Directed Medical Research Programs (CDMRP) programs is a two-step submission process requiring: (1) pre-proposal/pre-application submission through electronic Biomedical Research Application Portal (eBRAP) (the applicant submits this, after HS SPPO reviews it); and (2) full proposal/application submission through Grants.gov (HS SPPO submits this on behalf of the applicant), with proposal/application status available on eBRAP after successful submission.

An eBRAP login/account is required for pre-proposal/pre-application submission whereas a Grants.gov account is not required.  Follow the instructions for account creation on the eBRAP site. An automatic email will be generated where OCGA will approve your account.  Click here to create your account. Note: CDMRP (DOD) will not accept late applications, so please plan in advance for an early submission. Unlike NIH, CDMRP will not postpone or delay deadlines due to natural disasters or server problems. The onus is on the applicant and they expect applications to be submitted early.

 

NIH Loan Repayment Programs

Applications to the NIH Loan Repayment Program (LRP) can be submitted between September 1 and November 16, 2016. Apply online today!

If an applicant is selected, NIH will make payments for educational loans directly to the lender on behalf of the applicant. The applicant applies online for the NIH LRP program, but must designate an institutional official for certifying the applicant's institutional salary and commitment to research. Rachel Cook serves as the the Institutional Officer for all Health Sciences NIH LRP applications. 

The general eligibility criteria applicable to all five extramural LRPs are listed here. All eligible researchers and scientists, including women, individuals from underrepresented groups, and persons with disabilities are encouraged to apply for loan repayment.

Education Grant Agreements

Education Grant Agreement in support of a Resident or Residency Programs are typically from industrial sponsors, such as pharmaceutical companies. Agreements should be forwarded to your analyst for review, negotiation, and acceptance. Once a fully executed agreement has been received from the sponsor, the department needs to contact the HS SPPO Analyst for award processing and IFOPAL set-up.
